Is the "WMF" aspect of this tracking bug in any way different from the existing keyword for schema changes?

I missed that keyword? :) But, it is at least specific of where the schema change needs to happen (as opposed to a MW upgrade issue).

I'm searching for a tracking bug for database schema changes for MediaWiki core, with a specific focus on dropping database columns.

I don't think such a tracking bug exists for MediaWiki core. Open bug reports filed under MediaWiki --> Database (possibly limited to bug reports tagged with the "schema-change" keyword) is probably the closest list.

Part of me wonders if we should create a derivative of this bug for stuff that is just cleanup (ie dropping old columns etc), versus those needed to add/enable features and the like
