Short description: While responding to https://meta.wikimedia.org/wiki/October_2013_private_data_security_issue, we had to do a big hack (https://gerrit.wikimedia.org/r/#/c/87285/) in order to force people to change their passwords. I've introduced https://gerrit.wikimedia.org/r/#/c/92037/ to add this as a standard feature in mediawiki.

Aaron has +1'ed the patch (see his review Feb 19 18:21)

What is the change to those tables: Add column user_password_expires (https://gerrit.wikimedia.org/r/#/c/92037/16/maintenance/tables.sql)

user_password_expires added to all wikis.
