When editing is launched via section, filling automaticaly the edit summary with the section is not correct. Editor may edit also elsewhere. See also: bug 50872

You are asking for the inverse of bug 50872.
Rather than this, what would be better is what bug 51903 asks for, which is for VE to detect whether changes are confined to a single section and if so then include the title of that section in the edit summary.
