I'm not sure of any benefit for enabling this for you, but as a bigger issue, there is only 2 lines of translation into hindi, so this is pointless
We will reopen this bug after translating these messages
It should still be translated, but Reedy doesn't think it will be enabled on hiwiki either way. The extension is for translating the license texts used on Commons. It will not do anything on hiwiki. However, if you translate the license texts, everyone with a Hindi interface on Commons will see the translations.

As per https://bugzilla.wikimedia.org/show_bug.cgi?id=29944, we need this licenses to get them enabled on hindi Wiki.
Marking later, enabling UW (bug 29944) is blocked until bug 29955 is fixed When it's fixed, please feel free to reopen the bug
