Might be as simple as adding another option to licensing. Or is it?
FYI the driving use case here is Hindi wikipedia (bug 29944)
Is this still a big issue? There doesn't appear to be any activity on this _or_ on the blocked bug report. Should we add in the licensing option for fair use? Should we just allow this under the custom / copyright tags option? Either way, since it's been so long, bumping down priority.

Special:UploadWizard is not in a state that is readily suited for non-commons deploys. It needs much more refinement, especially with regard to which templates + arguments it needs to use to create the pages for instance.

Probably it would require adding a second dropdown for fair use templates and other custom copyright tags, to be configured on a system message. Per comment 5, however, this would be not particularly useful as long as the extension assumes Commons templates are available, so the dependency on those should be removed in favour of a configurable system.
A) See bug 49443 B) Is there anything we need to do that isn't already covered by the "other reason / I don't know" section of the "not my work" license list? You mention custom copyright tags, which we support.
