To reproduce go to https://de.wikipedia.org/wiki/Hilfe:Bilder#SVG-Dateien and click on the second thumb (that one with "Grün", "Schwarz", etc.).

Expected result: The full image is shown with German localization, just like the thumb.
Actual result: The full image shows the default, i.e. English version.

On a second thought: If you navigate through all the images on that page, it works as expected, so this might be just an issue with both

(hit "Save" accidentally) ... the localized version and the unlocalized version of an image are present on a page. As this doesn't affect "normal" pages, lowering priority to minor.
