Steps to reproduce:

1.  Open a page and make a change.  

2.  Click the Save button.

3.  Tab.  The cursor starts in the edit summary box (good) and goes to (using en.wp/Vector):

a) tick box for minor edit
b) link to the minor edit help page**
c) tick box for watching the page
d) three links in the licensing statement**
e) Review your changes button
f) Save button (inside the dialog box)
g) the browser's URL bar
h) the main Wikipedia search box 
g) the Cancel button (on VisualEditor's toolbar, and it works if you press return now)
h) the Save button (on VisualEditor's toolbar)
i) the top of the article
j) the slug at the top of the article, where it gets stuck forever.

Where it doesn't go is:

k) to the X at the top of the dialog box, so you can cancel saving and go back to editing. 


** I'd like these links to be skipped, but (a) maybe this is controlled by a browser setting and (b) maybe my opinion is in the minority.  I'd like these to be skipped so that I can save a page without having to press tab eight times between the edit summary and the final save button.

The above is the tab order in Safari 6.1.4 on Mac OS 10.8.5.

Here's the tab order in Firefox 30, starting from the edit summary box in the Save dialog:

a) tick box for minor edit
b) tick box for watching the page
c) the browser's URL bar
d) the browser's search box (for search engines)
e) who knows?  It disappears.
f) the main Wikipedia search box 
g) the top of the article
h) the MediaWiki "More" menu (where "Move" hides)
i) the icon/go button for the main Wikipedia search box
j) the languages (gear icon) button
k) the Save dialog (as a whole, not any useful piece of it)
l) who knows?  It disappears again.
m) back to the edit summary box, repeating endlessly.

Where it doesn't go is:

n) the Save button in the Save dialog,
o) the Review your changes button in the Save dialog, or
p) to the X at the top of the dialog box, so you can cancel saving and go back to editing. 


IMO the order ought to be, in its entirety, for all browsers:

a) tick box for minor edit
b) tick box for watching the page
c) the Review your changes button
d) the Save button
e) the X at the top of the dialog box
f) back to the edit summary—and repeat in a loop.
