when an article is moved, a redirect is created in its place.  if a page is moved over a redirect, the redirect is 
deleted.  in both of these cases, appropriate hooks (ArticleSaveComplete/ArticleDeleteComplete/etc) should be 
called.  currently they aren't, which means extension authors have to know about how the redirect magic works, even 
if it changes in future.
