Please implement the Open Archives Initiative Protocol for Metadata Harvesting
(OAI-PMH) on Wikimedia's sites.

There are guidelines at
http://www.openarchives.org/OAI/2.0/guidelines-repository.htm

This would allow Wikipedia et al to be part of archives such as the digital
library at http://www.citidel.org/

I've played a bit with this implementation (LGPL license) for my day job:

Disclosure: I submitted a patch or two a while back and they added me as a
developer on the project. :)

No, not really. 
Turning this into a tracking bug. I've left bug 41532 out as it's only about our internal use of OAI for search.
