For non-trivial value formatters a mechanism similar to the ApiBasedValueParser implementation of the frontend's ValueParser component should exist.

Extra points if a "formatValue" object gets injected via the formatters constructors, for the possibility of hooking up frontend formatters using backend formatters in non-MW environments.
