I am not technical and do not know if I have selected the right category. In the English wikipedia only (not French) the second part of the Edit Bar appears on top of the line below when using half-width screen. This started only recently and is very annoying when doing translation work. There was a bug fix 12340 from 2007 which sounds very similar.

If you are not yet sure that you have found an issue in the software, bringing this up on https://en.wikipedia.org/wiki/Wikipedia:Village_pump_%28technical%29 might also be a good idea.
I dont know how I can make it clearer since its so easy to reproduce. Go to any page on Wikipedia reduce the width of the screen to half width and half of the edit line will appear on the following line. This occurs both in Google Chrome and in Internet Explorer 8. I have also referred to a previous problem from 2007 which sounded similar.
I could not reproduce this with Firefox (that's why screenshots were welcome), but I now understand the problem. :) This particular problem has already been reported into our bug tracking system, but please feel free to report any further issues you find.
