Hi, 

CTRL+M doesn't trigger the second keyboard many times.

I am logged in and trying in the same tab in single browsing session. 

It doesn't also seem to remember the keyboard choice when we visit the site in another browsing session.

I use Ubuntu 12.04 and Chromium 25.0.1364.160 but I have seen this issue in Firefox too. The issue may be present in all OS environments too. Please check.

Narayam didn't have this issue.

Please consider integrating the keyboard choice in user preference like you do for interface language. 

We switch keyboard layout to English and Tamil many times during an editing session and this is a major inconvenience.
