There should be a proper dismiss action for the copyright notice. This could be either one of a window close (x-action), a box for "don't show thiss message again", or a  preference in [[Special:Preference]] to not show this message again. It could also be several of them, or at least the user preference in addition to one of the other two.

This got solved quite some time ago in f027d06f96d410a5e4bcd786acd1af181b2fb0a7.
The feature got broken in I010f7086fec45814c2715667f2d2056fdfd926b0 and fixed again in I8d2517568b394f9da8e2ad753e5c8d9fe9595a45.
