PREREQUISITES:
0. https://bugzilla.wikimedia.org/editparams.cgi?section=mta#globalwatchers_desc lists wikibugs-l@
1. On https://bugzilla.wikimedia.org/userprefs.cgi?tab=email under "User Watching" I have wikibugs-l@ on my list.
2. https://bugzilla.wikimedia.org/editcomponents.cgi?action=edit&product=Wikimedia&component=Git%2FGerrit states:
   Default Assignee: wikibugs-l@
   Default CC: chad@, rlane@, wikibugs-l@

STEPS:
3. Went to "Wikimedia > Git/Gerrit" bug https://bugzilla.wikimedia.org/show_bug.cgi?id=37463 , ASSIGNED TO set to Diederik
4. I added a comment to that report, and did not CC myself.
5. On #mediawiki I can see the line:
   [06:50UTC] <wikibugs> (mod) Gerrit statistics - https://bugzilla.wikimedia.org/37463  +comment (aklapper)

EXPECTED RESULTS:
I expected to receive bugmail about it.

ACTUAL RESULTS:
I didn't.

OTHER COMMENTS:
So my theory that this has to do with the hack in bug 43130 was wrong. Grmpf.

Same issue: I didn't receive bugmail for my own comment here as I'm not CC'ed: https://bugzilla.wikimedia.org/show_bug.cgi?id=35457#c6 
but once the bug report was reassigned to wikibugs-l@ in comment 7, I received that bugmail.

In your preferences, do you set bugmail to be sent to yourself for bugs you changed? I watch an user, and I don't receive copied of the bugmail he receives for actions I make on bugs he's cc'ed to; he's not a globalwatcher, but still...

Note to myself: Did not receive the bugmail for bug 46533 comment 6 after hashar assigned it to him, but it listed on e.g. http://article.gmane.org/gmane.org.wikimedia.mediawiki.bugs/310235

Nemo_bis pinged me on bug 43130 which inevitably also led to experimenting again with globalwatchers and a second account for testing.

With regard to this bug report: I am an idiot, it's invalid.

I created a new all-bugs@wikimedia.bugs account, added it to https://bugzilla.wikimedia.org/editparams.cgi?section=mta#globalwatchers_desc , and in my "User Watching" preferences under https://bugzilla.wikimedia.org/userprefs.cgi?tab=email I removed wikibugs-l and added all-bugs@. And I didn't get bugmail, so I assumed something's broken.

After adding myself now (aklapper@wikimedia.org) to globalwatchers, I set priority on bug 46533 (which I mentioned in comment 4), and I properly received bugmail.

After googling, this is all by design and this report is INVALID, as you cannot watch globalwatchers: https://bugzilla.mozilla.org/show_bug.cgi?id=399886

That means whenever you want to receive all bugmail, you must ask a Bugzilla *admin* to add you to the globalwatchers list. Hmmmpf.
