this bug is based on a complaint at http://en.wikipedia.org/wiki/Wikipedia:Village_pump_%28technical%29#Insert_special_character_box_should_be_closer_to_the_edit_box right now the charinsert markup on en is tacked into the top of http://en.wikipedia.org/wiki/MediaWiki:Copyrightwarning Unfortunately this places it below the lists of templates which is not exactly very conviniant. Hence i request a new system message (empty by default) to allow placement directly below the edit box buttons.

[[MediaWiki:Summary]] would be a good place for the special characters. Then they are placed between the edit-box and the summary. However, the wiki-syntax isn't working there. But maybe a developper can change that so we can place <charinsert> tags there.

Now [[MediaWiki:Edittools]] is implemented. It's content is preserved if the another user interface is selected in [[Special:Preferences]].
