When suppress something from an oldimage the api shows that informationen with prop=imageinfo.

The url is also filed, but the file is not there.

File should implement all this stuff like Revision::getUserText() which checks permissions etc.

fixed r82810. Should probably be merged into wmf stuff so to keep all the secret oversight stuff for images hidden.
