Adding an ogg index to all of the ogg media files will greatly improve network seek performance. Ogg Index will be supported in Firefox 4.

should be noted TimedMediaHandler automatically adds indexes to video files it transcodes.

TimedMediaHandler will add index for the "web stream" ogg videos that users play back.

Marking resolved, with the deployment of TMH, the common viewed ogg flavors are transcoded with indexes.
