Modern skin doesn't support RTL as good as most of the others do. For example, in LTR mode, the search box appears inside a left bar, but in RTL mode, it is kicked off below the content and page layout becomes one-column rather than two-column.

Modern skin forgot to use its rtl.css, and that css file didn't look very well in Gecko browsers. I fixed them both with r41698.
