A special page similar to Special:Mostrevisions. On the Hebrew Wikipedia they've
been generating it using some script for a while and going over all the files
with less than x revisions so it will be useful.

Added a new special page.

Created a new page called "SpecialFewestrevisions" to implement this.

It's not FIXED until someone commits it to trunk.
