We follow http://radioscanningtw.jidanni.org/index.php?title=Special:Whatlinkshere&target=C&uselang=en Sure, on page 飛航管理 I use lots of Template:C but not plain file C. It must be an artifact, the answer probably is "go rebuild the tables" I suppose. You'll probably want to run maintenance/refreshLinks.php in case there are other such values.
