In the Arabic Wikipedia, the move button generates the usual REDIRECT [[]] page
when moving, but it should generate [[]] تحويل which is the Arabic translation
of redirect. I am not sure whether this can be fixed using the local MediaWiki
name space or it needs to be fixed by developers. Thank you.

It's a software issue.  I'm not immediately sure why it's not working, by
glancing over the code.

Swapping the order of the magic words in the messages files should do. Did it in
r20209.
