I'm a Author form Wikibooks Germany. In the Last two months I start a project for schoolbooks. So the intent for this Project is to develop materials for teachers and pupils. So the what we need is the support of the ODF-Format and a place where we can upload every raw material in every format where teacher can spend her existing learn materials. And of the other side we need the possibility to upload 7-Zip to bundle learn material.

May as well keep this open for the 7-Zip request. I think our general view is that allowing arbitrary archives to be uploaded is a problem: anyone could put up a virus and use Wikipedia's authority to make people feel safe in opening it. But I'll let Brion or someone confirm that. If bulk download is something that would be useful, perhaps some way to have files archived on the WMF side could be added. Alternatively, it could be that MediaWiki could open the archive itself to ensure that it only contains approved file types.
General archive formats are certainly considered a no-go at this point. I wouldn't recommend 7-zip for files aimed at non-technical users anyway; while it compresses nicely, it's not a standard format. Zip is much better supported, with very good built-in support for decompression in current versions of Windows, Mac, and Linux desktops.
