This patch is based on the localization work done at the Latin wikipedia. It also fixes a minor glitch in LanguageLa.php. This patch does not yet incorporate localized special page names, these still need a bit more thought. The messages are ordered like they are in the English MessagesEn.php. Sorry for changing the whitespace throughout the file, but I used the formatting style that is output by Special:Allmessages?ot=php throughout most parts of the file, and anyway the reordering of the messages as they are in the English file makes the patch a large one. Nevertheless, I think that this will make future adaptations much easier. --[[la:Usor:UV]]

Note that language files can be automatically reordered and properly indented/spaced using maintenance/language/rebuildLanguage.php.
Reordered and then applied as r19964
