http://www.wikicities.com/index.php/Special:Listadmins shows no admins, even
though user rights have been set for two users. It ought to be divided into
which levels people have rather than showing only admins. For example, I might
want to get a list of bureaucrats or bots, not only a list of admins.

I need to rewrite Special:Listusers with a system similar to the Allpages one.

#770 is implemented.

Please have a look at the new Special:Listusers page. I will try
to migrate listadmins there :o)

NOTE: users are now filtered by group and not by action.

Fixed in cvs.
It now redirect to Special:Userlevels.
