a feature for stewards on http://meta.wikimedia.org to post a single message which will be displayed on top of Special:Recentchanges on all wikis (similar to MediaWiki:Sitenotice but to be displayed on RC only). Note: this idea came up at the last public board meeting. It would be really great to have this feature to help projects like [[meta:Translation of the week]] and [[meta:Reports]].
An alternative that has been mentioned would be to display the message in the same style as "You have new messages" on every page, until it is read or expires. In any case, the message should expire after a set amount of time.
I don't think this is a good thing to do. In the past, using a global sitenotice always caused uproar since the messages were in English.

If we can think up a solution where translations could be prepared and if a translated message exists for a language, it is posted instead of the english one, the better.
Maybe an option at user settings, inform me with new messages from stewards, or a Template, that a bot informs use, an email list would also be okay?!
