Many, perhaps a majority, of edit summaries that contain section headers have no other text -- people treat the automatically filled in section headers as good enough an edit summary. Perhaps the autofilled-in text could be grayed so that people will see it's not the recommended style.
I would go further and state that there is no real difference between stating what page was edited and stating what section was edited, i.e. if they just use the autofilled-in text, then it should be treated as a blank edit summary. In particular, if they have it set in their preferences, they should be reminded to add a summary.

There's no way to color only a part of a text box. Also, per Rob's comment: you should already be prompted for an edit summary if you have the setting enabled and only a default summary exists. Suggest INVALID? Can't really do much here.
