When you want a template-usage in <nowiki>-tags to MediaWiki:Sitenotice, the
sitenotice ignores nowiki-tags.

Tested in MediaWiki 1.6.8, 1.8.2 and 1.9alpha (r18150).

Example/Reproduce:
* Log in as Sysop (into your testwiki)
* Edit [[MediaWiki:Sitenotice]]
* " Use <nowiki>{{afd1}}</nowiki> to ... " (template must exist)
* Save it! (you dont see it in preview)

=> The Bug is, that the template is substituted in the Sitenotice over every
article, although the usage of <nowiki>-tags.

The sitenotice ignores also <noinclude> and <includeonly>, maybe the same problem?
