Or same as Meta which seems to have all notification... whichever.

Reason: Like Meta, Commons tends to be a "second wiki" for most of its
registered users. They don't regularly visit their Commons talk page, and may
miss notices regarding possible deletion of their images. This is very
frustrating. Ergo solution.
