If you are getting a blank page after a v1.3.x install but the wiki works, try the unreviewed patch in bug 736 - http://bugzilla.wikipedia.org/show_bug.cgi?id=736 If the wiki is not working at all after the v1.3.x install, please provide more platform details.
Please test with 1.4beta.
