Yeah, something's really messed up badly. https://commons.wikimedia.org/w/index.php?title=Commons%3AAdministrators%27_noticeboard%2FUser_problems&diff=137580932&oldid=137580888 and https://commons.wikimedia.org/w/index.php?title=Template:Community_tabs&oldid=130661711 both have the sidebar on top of the page content.
This seems to happen when HHVM parses the page.
This appears to be bug 72205 (or more correctly, the memory leak in HHVM that bug 72205 exacerbates) filling up memory on the HHVM servers, which is eventually causing the attempt to fork Tidy to fail, which is allowing unbalanced tags in certain pages to corrupt the layout.
