A Flowboard page on en.wiki (http://en.wikipedia.org/wiki/Wikipedia:Co-op/Mentorship_match) was recently put under full protection per (http://en.wikipedia.org/w/index.php?title=Special%3ALog&type=protect&user=Fram&page=Wikipedia%3ACo-op%2FMentorship+match&year=2014&month=-1&tagfilter=). The full protection has since been lifted on 7 September 2014. As expected, I (a normal editor) was unable to create new topics on that page. However, I was able to reply to a new topic created by an editor under their WMF account, even when the page was under full protection. See (https://en.wikipedia.org/w/index.php?title=Topic:S1s9kwimy3w2q17j&action=history) for the edit history of the topic.
Probably because those are "edits" to Topic: pages, and only the actual board itself is protected, and that's what is being checked against. Not sure if this is a feature (protection against new threads with individual threads having their own protection settings), or a bug.
I imagine that the expectation (from an admin's POV) is that edits to both topic and board should be prohibited under full protection, so this seems like a bug.
There's a patch for that at https://gerrit.wikimedia.org/r/#/c/158504/
Yup, despite that commit message, it will fix the bug. Marking for backport.
Approving backport, add it to SWAT
This was fixed a while back...
