I don't need the Apaches but the Parser, Perl and W3C stuff. It would be for a SVG validator running over newly uploaded SVG files at Commons but I can also just install the tar-balls locally which means less maintenance efforts for you.

w3c-markup-validator pulls in apache2 which is suboptimal, but the deal breaker would be if that somehow fires up an actual webserver.  I'll need to test this first.

Indeed the installation fires up an actual webserver.  We could work around that and shut it down with Puppet, but if you could live with installing the tar balls locally that would be *much* less effort.
