Windows 8.1 pro + Xampp 1.8.3.4

Apache/2.4.9 (Win32) OpenSSL/1.0.1g PHP/5.5.11
5.6.16 - MySQL Community Server (GPL)

MW 1.23.1, Chinese language (zh-cn) was installed, fail to upload file with Chiense File name.

Also covered by http://www.cnblogs.com/ljzforever/archive/2013/04/27/3047956.html - might be a duplicate of bug 1780?
