When a page is opened in the wikitext editor with section=0, the top of the page is presented for editing The is the desired and expected behavior: https://en.wikipedia.org/w/index.php?title=Armadillo&action=edit§ion=0 However, VisualEditor does not do this when vesection=0 is opened up for editing. The cursor is placed at the top of the page, but the screen scrolls down to the bottom of the page. The expected behavior is that the scree stay at the top of the window: https://en.wikipedia.org/w/index.php?title=Armadillo&veaction=edit&vesection=0 This does not occur when using section=0: https://en.wikipedia.org/w/index.php?title=Armadillo&veaction=edit§ion=0 This is particularly important to the Russian Wikipedia, where they regularly use edit§ion=0 links and it's easy to wind up with vesection=0.
