At the moment, you can link to, say, the Latin Wikipedia from any of the
Wikimedia projects by typing w:la:Article. However, this does not work for
w:test:Article. It would be useful to be able to link to the test wikipedia.

It's an internal test site, not for content.

Yes, but (for example) if Meta wants to link to it (for information about its
functionality) it cannot without using a http link, which does not look as nice,
and might disguise the fact that it is a wiki.
