I can see the icons on the right but they look like I see not the whole part of them http://imgur.com/CnqzSOg (or vice versa I see more than I should). Also when I hover mouse pointer above them I see no title and neither I can find another way to discover what they are for in the interface.
The icons are looking weird because they were lacking the no-repeat property which has been already fixed at https://gerrit.wikimedia.org/r/#/c/135750/9/resources/css/ext.translate.special.pagemigration.css We have also filed a bug - https://bugzilla.wikimedia.org/show_bug.cgi?id=65764 for improving the images used for icons. Will add tooltips to them make them informative.
Bug 65961 covers the choice of images and bug 65902 the position/scope of + button; making this about adding hover text, which is simple enough and higher priority.
