Reproducible: Didn't try

Tables like the ones seen at https://en.wikipedia.org/w/index.php?oldid=608813235#Early_years don't display with the correct row height when editing, because VisualEditor assumes that table cells' paragraphs should be styled like other paragraphs.

We should probably do a follow-up tech debt bug about margins for non-paragraphs in table cells…
