First iteration:
against a dummy interface.
dumb version that includes all referenced entities and not filtering by what is actually being used.

Note that I0d342700c tracks usage via the parser function, but not via Lua.

Refined this ticket to be about parser functions only. The Lua case is now covered by bug 71288.
