The "Time offset" user preference at [[mw:Special:Preferences#mw-prefsection-datetime]] should be moved to the "User profile" user preference tab. A user's time zone is closer to user profile information such as gender and signature. This is step one of two steps to killing the "Date and time" user preference tab.

I'd recommend filing a separate bug about either fixing the documentation or re-adding this anchor (I'd prefer the latter, personally). A comment on a closed bug report is almost surely to be forgotten. :-)
