Steps to reproduce:

1.Open a page with VE
2.Now open a link inspector
3.Do not insert any link, just close the link inspector by pressing "<" or the trash icon

Observed Result:

The link inspector icon is still active on the toolbar

This isn't a bug; the "active" state is intentional.
