When resizing the window with an inspector open, it continuously flickers and flashes blank, sometimes making a slow, fast or partial fade in/out, others when you let go of the resize handle it does a bunch of flashes in burst (as if they were queued up).

Seems to relate to code that adds/removes the "oo-ui-popupWidget-transitioning" class.

This also exposes bug 55789, though these flashes are not caused or related to (absence of) the logic to reposition the overlay elements themselves.
