I looked at [[m:large file]], but couldn't figure out how to upload (or donate) a large file to Wikimedia. We should definitely better document the process for uploading a large file to Wikimedia wikis. For example, we should clarify when it makes sense to ship data, when it makes sense to use the GLAM Wiki Toolset extension, when it makes sense to use chunked uploading, when you'll need a shell user, etc.

Ideally needing a shell user is a very limited case, but there seems to be an increasing number of requests in Bugzilla lately. We should figure out whether and how we can address this increase.
