The syntax [[wikt:nl:Estlands]] should work like [[w:nl:Estlands]]. Now I get a
message that the project has not started yet.

This does seem to be unique to Commons.  I cannot replicate it in en:wikipedia,
wikisource, or wikiquote.  This suggests that it is not a problem with
Title.php.  I can see no problem with, which links column wikt,
row nl to just as does (to cite an example that works).

The "summary" of this bug is FIXED.

The original comment and especially the description "Now I get a
message that the project has not started yet." has nothing to do with the note
from comment 3.

comment 3 is another bug covered by
Bug 955: b: doesn't work from Wikibooks; neither n: from Wikinews nor q: from
Wikiquote (etc. s:, wikt: future c:)

CLOSing this bug as FIXED.
