In the Translate extension, when trying to change the translation language, ULS panel shows up but without any messages loaded − only messages like <uls-select-language>.

Entering a language ISO code and hitting Enter does not work either.

This bug is not exactly the same as bug 60306 since this one is about the use of ULS in the Translate extension to change the language of the translation and not the user interface language (also, the button 'Review' didn’t appear before I reactivated ULS in my preferences). One should have the possibility of changing the language even if ULS is deactivated.

I changed the component concerned (from ULS to Translate) to force Translate to load ULS in Special:Translate independently of the activation status of ULS, and I mark it as REOPENED since you currently still have the problem if ULS is deactivated in the preferences.

I'm pretty sure it actually is the same bug but the symptoms are different than the one mentioned in the bug summary.

If fact I had the same symptoms on Meta (ULS is opened but nothing appears apart <uls-select-language>); before reopening the bug, I activated ULS in the preferences (and ULS was completely loaded in Special:Translate) and deactivated ULS (and ULS was only partially loaded in Special:Translate).

I don’t understand exactly but now all works correctly for me, on Commons and Meta, even when ULS is deactivated; perhaps a cache problem on my side. I re-close this bug after checking all works in a fresh browser, sorry for the reopening.

Cache goes in both directions. Have you tried hard refreshing/clearing your cache and local storage after disabling ULS again?

I successfully tried with fresh browers (Opera and Firefox) after cleaning all cache, storage, cookies, etc. So I guess this test can be considered valid :)
