As a followup to the now-merged Gerrit change #103494, we need to remove the use of 'mw-ui-primary' in core, in favor of correct use of the new class names like 'mw-ui-constructive'. 

This should produce no form layout changes, but will update the button colors per the new spec (mentioned in the gerrit patch I linked to and at [[:mw:UX standardization]]

S and I agreed he would do login and signup (then later HTMLForm), and I'll do the rest of core.
