On Enwiki, template:tl (and family) is used per documentation example at top:

On ee-flow, template:tl (imported directly from enwiki) used to work, but is currently becoming invisible

The WMF core features team tracks this bug on Mingle card https://mingle.corp.wikimedia.org/projects/flow/cards/592, but people from the community are welcome to contribute here and in Gerrit.
