Once OO JS and UI are merged in Core (https://gerrit.wikimedia.org/r/#/c/98887/), we would technically be able to generate dialogs whether or not the wiki/user has VE enabled. 

OO JS/UI may not have all the styles we need, but we should consider whether and how to convert to it.

For reference, you can see the dialogs I mean by adding ?gettingStartedReturn=true to a page, ala https://en.wikipedia.org/wiki/George_Kuznets?gettingStartedReturn=true

Now that browser support for OOJS/UI is improved, Rob is going to tackle this. Rolling out own dialog for GettingStarted has been a pain in the butt.
