The time magic words – {{CURRENTTIME}}, {{CURRENTDAY}}, etc. – always use UTC.
However, the signatures use $wgLocaltimezone, or the server local timezone if
not specified. I suggest that the time magic words will use $wgLocaltimezone.

Fixed in r14849.

Reverted. This breaks CURRENTTIME, CURRENTDAY, etc, leaving no way to
produce standard UTC timestamps.
