Pretty much what the Summary says: I would have used the new format but I keep forgetting how to reach it! I had proposed that the link reads "Enter a new bug (guided)" but in the end everything is actually ok for me as long as it's easy to discover for everyone, obviously. Cheers.
I wonder if that wording would be clear enough if both links provide the same functionality. So I have the naive idea that this could be based on how "new" (recently registered) the Bugzilla user account is. I have no idea if I have sufficient coding skills though. :) bugzilla.mozilla.org displays a "(New to Bugzilla)" string next to some user names, so it must be possible to gather such information and use it. I (or somebody else) "just" need to investigate their code a bit...
Some products need that kind of depth that the new guided form provides (i.e., VisualEditor :p ). I guess experienced users can find the way to add the link to the left column anyway, if they need to.
