When using a template in MediaWiki space (for example
[[wikt:MediaWiki:Recentchangestext]] on en wikt), if a template has <noinclude>,
it doesn't show right on the page where the MediaWiki thing is displayed.  While
it does show up correctly on the MediaWiki: page itself, it doesn't on, say,
Special:Recentchanges.
